In a July briefing, Mullin said the Department of Homeland Security had identified roughly 250,000 potential non‑citizens illegally registered to vote in four states: California, Pennsylvania, New Jersey, and Nevada.

Mullin explained that his department used citizenship record checks and public voting data to flag registrations that matched non‑citizens in federal files. He also claimed that another group of states working with a federal verification program had found tens of thousands more questionable records. Mullin told reporters that foreign adversaries “have parts that are vital pieces in our voting machines” and that they can “change voter registration and your vote,” insisting “It’s not even for debate.”

Courts, Agencies, And Media Try To Shut The Door

Despite Mullin’s numbers and Trump’s warnings, the institutional response has been nearly unified against them. Intelligence and law‑enforcement agencies reported in 2021 that they saw no evidence any foreign power altered voter registration, ballot casting, tabulation, or reporting in the 2020 election. Numerous recounts and audits in key states confirmed the original totals and did not uncover large‑scale fraud. Reuters and other outlets note that there have been no known foreign attacks that directly changed U.S. election results.
