Trump has pushed hard for Senate action and made the bill a central test of Republican loyalty to his agenda.

The bill’s supporters say the rule is simple common sense. You need an ID to board a plane, buy a gun, or open a bank account. Requiring the same to register to vote seems like a basic safeguard.
